Spray a muffin tin with cooking spray. In a bowl, mix together flour, baking powder, baking soda, garlic powder, chives, and salt. Make a well in the centre of the flour.
In another bowl, whisk together sugar, egg, butter and mustard until well blended, then whisk in buttermilk.
Add the egg mixture to the well and stir until just blended. Do not over mix. Gently fold in the Jarlsberg Cheese and Brandt Black Forest Ham.
Spoon mixture evenly into the prepared muffin pan. Bake 25 minutes or until golden and a toothpick inserted in the centre comes out clean.
